To facilitate the development of Smart Government, the then Office of the Government Chief Information Officer (OGCIO), launches the “Catch the Innovation” Campaign again to promote innovation in government departments, with a view to enhancing quality and efficiency in public services. Interested government personnel can submit innovative proposals for the “Innovative Application with AI (Artificial Intelligence)” competition, which is the Campaign's highlight. Winning proposals may be implemented in relevant departments to improve public services.
Government personnel are invited to submit conceptual proposals for enhancing public services with AI in teams of two persons or above until 4 August 2023. Ten finalists will be shortlisted by the Selection Panel to enter into the second stage of the Competition. Smart Government Innovation Lab (Smart Lab) of the then OGCIO will match the ten proposals with technology solutions of the industry including local start-ups, for a six-month proof-of-concept exercise to test their feasibility and examine how well they can enhance quality and efficiency of public services. Ten finalists will compete for awards including the grand award, the first runner-up and the second runner-up in March 2024.
The “Catch the Innovation” Campaign also comprises a series of thematic seminars, workshops and technology forums. the then OGCIO aims to connect government departments with the industry, strengthen government personnel’s knowhow in applying innovative technologies including AI and stimulate their creativity, thus facilitating various departments’ application of different technologies to enhance public services and bring benefits and convenience to the public.
All staff members now serving in the HKSAR Government can form a team of two persons or more not confined to the same B/D and led by a civil servant, may submit proposal on improving public services with AI technology, with support by a directorate grade officer.
A series of thematic seminars and workshops will be available to all government staff, to foster awareness and develop their skills on AI application. The workshops also facilitate idea generation of contestants.
10 Proposals will be shortlisted based on novelty, technical feasibility, practicality and benefits to the Government and society.
The Selection Panel comprises representatives from the government and research organisations.
Result of shortlisting will be announced on this website. Industry players who would like to propose I&T solution that could facilitate the Proof-of-Concept of any of the shortlisted proposals, may send a short description of the solution, name of the relevant proposal and your contact information to Smart Lab.
Workshops with potential supplier will be held to match selected proposals with suitable solutions. The proposals will then undergo a 6-month Proof-of-Concept (PoC).
Proposals, together with the final PoC result will be presented to the Judging Panel. Winners of the Awards will be selected and Awards will be presented after the Final Pitching.
The Judging Panel comprises I&T experts from research organisations.
