All governmental units and departments (“agencies”) inevitably encounter problems in carrying out their duties and achieving policy or operational objectives. JFU RMS can systematically improve agencies’ alertness and responsiveness to problems and risks arising from uncertainties ("risk information"). Government agencies can use the system to crowd-source observations and ideas regarding risks the government may face from a wide spectrum its staff members and designated public participants (“the network”). The government can also use the system to crowd-source potential solutions from the network. JFU RMS provides a technology platform and network for a bottom-up approach to risk identification. This can enhance receptiveness to policies and monitoring measures aimed to mitigate risks identified. Risk information is prioritized in the system and shared with relevant members whose roles and functions are related to risks identified. Prioritized risk information can help individuals make better judgments, take quicker actions when time and resources are limited, hence improving the government's overall effectiveness and responsiveness. The government can use JFU RMS to monitor the on-going implementation and effectiveness of controls. JFU RMS quantifies implementation and control effectiveness as a single value ("current risk") for action prioritization and resource allocation. Internal audit function can use JFU RMS to understand the impact of the controls and it can therefore plan and carry out the audit more efficiently.
